The FCC has a new Web page dedicated to environmental NAPA and historic preservation issues. The FCC has specific responsibilities pursuant to the National Environmental Protection Act (NEPA), the National Historic Preservation Act (NHPA), and other related statutes to evaluate the impact of its actions on the quality of the human environment. NEPA requires agencies of the Federal Government to evaluate the effects of their major federal actions on the quality of the human environment. The Commission has found that these requirements apply to a wide range of communications facilities, including broadcast and cellular antenna structures.

This is part of FCC Chairman Michael K. Powell, Environmental and Historic Preservation Action Plan (FCC News Release, released May 1, 2003) and could lead lead to a $200,000 fine for operating radio equipment from an unauthorized location that has a significant environmental impact and no Environmental Impact Statement was completed.
